Types of vessel-generated waste accepted by the port reception facilities

 

The Port of Gdansk Authority SA ensure the reception of the following types of waste generated during the sea vessel operation:



Waste oils and their mixtures

Waste listed in appendix I to MARPOL 73/78 Convention - waste oils and their mixtures:

  • Sludge
  • Bilge water
  • Others i.e. oily cleaning materials, oily cloths, oil and fuel filters

Conditions of reception

  • The sea vessel disposing of waste oils at the Gdansk port shall comply with the following conditions:
    • delivery joint used for disposing of bilge water shall comply with the requirements stipulated in Rule 19 of Appendix I to MARPOL 73/78 Convention
    • On-board pump delivery shall not be less than 7.5 m3/h
    • Hydrogen ion exponent of bilge water shall be within the range of pH 6.5 - 9 
    • Waste oils must be heated to the temperature level required for efficient reception, but not higher than 60oC
    • Solid waste oils shall be packed in marked bags or non-returnable containers
  • The master of the ship or agent acting on behalf thereof shall inform, before the vessel’s entry into Port of Gdansk, about the waste and residues for disposal at the port reception facilities using the Polish Harbour Information & Control System (PHICS).
    The master or agent of the ship is responsible for the authenticity of data entered into the PHICS reporting form insofar as type, quantity and content of waste onboard the ship is concerned.
    • at least 24 hrs. in advance of the vessel's entry to the port
    • immediately upon receipt by the captain of the ship of the information determining the port of destination, if it is not available 24 hrs. in advance of the arrival at the port
    • at the latest at the time of departure from the last port, if the time of voyage to the port of destination is shorter than 24 hrs.

Port reception facilities

  • Reception of bilge water and sludge from the land shall be effected by means of marked tank-carrying vehicles provided alongside the vessel
  • Reception of bilge water and sludge from sea shall be effected by means of a marked barge
  • Reception of solid waste oils shall be effected immediately from a vessel onto a marked vehicle provided alongside the vessel

The recipient of waste oils shall be Comal Ltd.

Provided a vessel complies with the above-set conditions, the Port of Gdansk Authority SA ensures the reception of the following amounts of waste oils and their mixtures, included in the tonnage due:

Solid waste

Waste listed in appendix V of MARPOL 73/78 Convention including the implementation guidelines of this appendix - solid waste:

Conditions of reception

  • Sea vessels disposing of solid waste at the Port of Gdansk shall comply with the following conditions:
    • solid waste must be segregated into categories specified by MARPOL 73/78 Annex V and placed in labeled bags or disposable containers.

  • The master of the ship or agent acting on behalf thereof shall inform, before the vessel’s entry into Port of Gdansk, about the waste and residues for disposal at the port reception facilities using the Polish Harbour Information & Control System (PHICS).
    The master or agent of the ship is responsible for the authenticity of data entered into the PHICS reporting form insofar as type, quantity and content of waste onboard the ship is concerned.

    • immediately upon receipt by the captain of the ship of the information determining the port of destination, if it is not available 24 hrs. in advance of the arrival at the port

Port reception facilities

  • Reception of solid waste shall be effected immediately from a vessel onto a marked vehicle provided alongside the vessel.

Recipient of solid waste shall be SUEZ POLNOC Sp. z o.o.

Provided that the vessel complies with the above-set conditions, the Port of Gdansk Authority SA ensures the reception of the following amounts of solid waste, included in the tonnage due:

Charges for the reception of surplus amount of solid waste exceeding the quota fixed in the above table and on the reception in specific conditions are set out in a table below.

Conditions of cargo residue reception

In accordance with the Act on vessel-generated waste and cargo residues port reception facilities, the recipient of cargo shall be held responsible for reception of cargo residues from ships and shall cover cost of reception. The recipient of cargo shall be fully responsible for the legal and financial aspects of reception of cargo residues from ships. The reception company must comply with the following conditions:

  1. hold a permission to receive, move and process hazardous waste or waste considered unsafe, or their business activity shall be entered in the evidence kept by the marshal of the region pursuant to the Act on waste of 14 December 2012 (Journal of Laws of 2013, Item 21),
  2. be listed as a provider of such services on the premises owned by PGA SA.

Companies shall be permitted to provide cargo residues reception services on the premises of the Port of Gdansk upon submitting documents mentioned in item 1 herein to the PGA SA Environmental Protection Department. Upon positive assessment of the submitted documents, the company will be entered into the “Register of companies providing reception services of cargo residues from ships on PGA SA premises”, which is systematically updated and available herein.
The recipient of cargo residues shall submit to the PGA SA Environmental Protection Team quarterly reports regarding type and quantity of cargo residues received from sea-going vessels in the Port of Gdansk. Failure to comply with the aforementioned conditions will result in removing the company from the said register.

The recipient of cargo residues shall conduct their business activity at their own cost and risk, taking account of all the requirements stipulated by the effective provisions of law, in particular the regulations regarding transport of waste. Additionally, the recipient shall be held responsible for any possible damage to the environment arising from inadequate or improper reception of cargo residues from ships.

Sewage

Waste listed in appendix IV MARPOL 73/78 Convention - sewage

Conditions of reception

  • Sea vessel disposing of sewage at the Gdansk port shall comply with the following conditions:
    • Delivery joint used for disposing of sewage shall comply with the requirements stipulated in Rule 11 of Appendix IV to MARPOL 73/78 Convention
    • On-board pump delivery shall not be less than 7.5 m3/h
  • The master of the ship or agent acting on behalf thereof shall inform, before the vessel’s entry into Port of Gdansk, about the waste and residues for disposal at the port reception facilities using the Polish Harbour Information & Control System (PHICS).
    The master or agent of the ship is responsible for the authenticity of data entered into the PHICS reporting form insofar as type, quantity and content of waste onboard the ship is concerned.
    • at least 24 hrs. in advance of the vessel's entry to the port
    • immediately upon receipt by the captain of the ship of the information determining the port of destination, if it is not available 24 hrs. in advance of the arrival at the port
    • at the latest at the time of departure from the last port, if the time of voyage to the port of destination is shorter than 24 hrs.

Port reception facilities

  • Reception of sewage from vessels shall be effected by means of marked waste removal vehicles provided alongside the vessel.

Recipient of sewage from ships shall be Aqua-Port Ltd.

Provided that the vessel complies with the above-set conditions, the Port of Gdansk Authority SA ensures the reception of the following amounts of sewage, included in the tonnage due:

Exhaust cleaning residues

MARPOL 73/78 Annex VI exhaust cleaning residues

Conditions of reception

  • Sea vessels disposing of exhaust cleaning residues at the Port of Gdansk shall comply with the following conditions:
    • Solid waste shall be placed in airtight and marked bags or non-returnable containers
    • Sewage shall be placed in watertight non-returnable containers or, for larger quantities, conveyed "over the ship's side" through of ship pumps
    Should the above conditions be not complied with, the Port of Gdansk Authority SA will not ensure the reception of exhaust cleaning residues.
  • The master of the ship or agent acting on behalf thereof shall inform, before the vessel’s entry into Port of Gdansk, about the waste and residues for disposal at the port reception facilities using the Polish Harbour Information & Control System (PHICS).
    The master or agent of the ship is responsible for the authenticity of data entered into the PHICS reporting form insofar as type, quantity and content of waste onboard the ship is concerned.
    • at least 24 hrs. in advance of the vessel's entry to the port
    • immediately upon receipt by the captain of the ship of the information determining the port of destination, if it is not available 24 hrs. in advance of the arrival at the port
    • at the latest at the time of departure from the last port, if the time of voyage to the port of destination is shorter than 24 hrs.

Port reception facilities

  • Reception of liquid waste from ships shall be effected by means of marked vehicles pulled up to the side of the vessel
  • Reception of solid waste shall be effected immediately from a vessel onto a marked vehicle provided alongside the vessel

Recipient of exhaust cleaning residues shall be Comal Ltd.

The Port of Gdansk Authority SA shall not ensure the reception of exhaust cleaning residues as part of the tonnage due. The costs of reception of the above waste shall be borne by the shipowner. Unit prices for the reception of waste shall be determined by the nature and type of waste.

The table below sets out charges levied by the Port of Gdansk for the reception of the above waste from vessels complying with the aforementioned conditions, and for the reception in special conditions.

* Additionally, the vessel shall be rendered lacking in readiness for waste discharge in the case of cancellation - upon entering the port - of waste reception services ordered in line with the relevant binding procedure and recorded in the waste reception sheet as one hour waiting time.
The shipowner shall not be levied with the above-mentioned charges in the case of cancellation of waste reception services made at the time of setting the accurate deadline of waste reception from the vessel between the recipient of waste and the master or agent of the ship.

Note: In the case of a request for waste disposal at the Port of Gdansk failing to comply with the effective "Waste Reception Procedure", the service will be provided at rates specified for reception from vessels not meeting reception requirements.

Charges shall be converted into the Polish zlotys according to the average exchange rate of the National Bank of Poland applied while calculating the tonnage dues (§1 clause 2 of the Fee tariff for services of Port of Gdansk Authority SA). For vessels entering port for repairs or a stopover, the base date to determine the exchange rate is the day of completing the waste reception.
